The reason this situation is repeated each semester is specific compulsory regulation which forces dormitory students to pay for meals in advance of the semester.
Sometimes, students living in the dormitory have difficulty in getting to meals during cafeteria hours due to various circumstances. However, to receive a refund on untaken meals, they must go through a complicated procedure. So with the next new semester, students sell their meal cards at a loss and they again spend the proceeds taking meals. Although many students have complaints, no one has been able to stay on to properly handling this problem. At another college, SungKyunKwan University (SKKU), the students filed a petition to the Fair Trade Commission (FTC). In response, the FTC ordered SKKU to correct this kind of practice, as they judged that it was against the rights of personal choice to force students to prepay for meals in a semester. So, SKKU abolished the rule and its students could rest satisfied. Other universities have since repealed advanced meal paying systems and improved them through accepting the comments of students. At our university, on the other hand, our dormitory discipline meal card is still required as a reason of breach of the regulation and the rule is still enforced. This is entirely inconsistent and contradictory. CWNU should ease the pain of the students as soon as possible since its dormitory cafeteria service is a part of student welfare.
