Changwon University is Selected as a General Financial Support University

The Ministry of Education and the Korea Educational Development Institute, announced the results of the 2021 Basic Competence Diagnosis on August 17, after deliberation by the University Structural Reform Committee. The final results were announced at 10:00 a.m. on Sept. 3. Changwon University was notified that they were picked as a general financial support university on August 17th and the University was finally selected as a general financial support university on September 3rd. Universities designated as general financial support universities will receive government financial support for three years, from 2010 to 2024, and will reduce their enrollment on an appropriate scale.

In the second half of 2019, the Ministry of Education announced the basic direction of the 2021 university’s basic ability diagnosis. The direction to promote diagnosis in 2021 is due to the need to, “improve the quality of education and support the appropriate size of universities”. In addition, “university is the main agent of innovation,” and “regions and governments supporting autonomous innovations of universities,” were designated as the direction of higher education policies. Therefore, the university will choose whether to participate in the diagnosis. In addition, in order to respect the autonomy of universities, the quality of education should be improved according to the direction of university characterization. Next, the government will discuss the recruitment rate, full-time teacher securement rate, and employment rate, separately by region to strengthen the consideration of local universities. Also, the Ministry of Education is trying to ease the burden of evaluating universities by linking indicators between the basic competence diagnosis of universities and evaluation certification.

A total of 285 schools, including Changwon University, participated in the evaluation. A total of 233 universities, including 136 general universities and 97 specialized universities, received reports from general financial support universities. A total of 52 universities were eliminated, which included 25 general and 27 specialized universities. After the evaluation, the Ministry of Education released a list of universities that can provide financial support, universities that can provide state scholarships, and universities that can restrict student loans. Changwon University has been selected as a general financial support university. Therefore, they will receive support for university innovation projects, promote autonomous innovation, and appropriate scale based on university development plans.

The Ministry of Education also said, "We will improve the system so that the number of students can be adjusted flexibly and provide incentives to universities with outstanding size”. Lee Ho-young, President of Changwon University, said, "I am deeply grateful for the hard work that all of the members of the university and they did their best to be selected as a general financial support university in 2021. We will continue to gather the abilities of universities to achieve constant growth”. On the other hand, 52 universities, including 25 general and 27 specialized universities, are in danger of losing government financial support. If universities fail to be selected solely on the estimation of university basic ability diagnosis, they will not be able to receive funds for innovative support projects, for the next three years. Out of the 90.4% of the universities that failed, a total of 218 objections were raised with the Ministry of Education. Forty-five universities appealed the diagnosis results of each index, and two universities appealed regarding the deduction of points. In response, the Ministry of Education has decided on the final results through three stages: Subcommittee on Objections, the University Diagnostics and Management Committee, and the Structural Reform Committee. The University Diagnostics and Management Committee rejected all objections from universities, and the Structural Reform Committee decided to finalize the results, too. However, the Ministry of Education said, "We will consider giving some of the universities who failed, a chance to try again considering the financial difficulties of universities due to the prolonged COVID-19 pandemic”. The Ministry of Education has decided to form a consultative committee with outside experts recommended by the University Council and the National Assembly, to discuss ways to give some of the failed universities a chance to try again. The consultative body will also discuss ways to improve the diagnostic system and provide financial support to universities.

Changwon University, which was selected as a general financial support university after being selected as a self-improvement university in 2018, is expected to achieve higher development. With the selection of a general financial support university, it has become possible to receive various methods of support. Therefore, based on the excellent financial management of the school, it is hoped that it will be a school for students to further foster their incredible talents.
