Changwon National University declared that in 2017, regarding recruitment of new students, specialty will be given to people who show excellence in linguistic ability, literary ability while computer & information and communication literacy are going to be abolished. The stated reason is that the specialties which are given to people who are talented in such fields show high levels of dependence on private education. In response of this situation, instruction from the Ministry of Education advises universities to reduce or abolish such specialties.
Not only Changwon National University, but also most 4-year universities will follow the trend of reducing or abolishing such specialties.
The biggest problem of those talent-specialties is unfairness.
Some people complain that with the certified ability, people can go to any universities where they want to go. But that is not true. Universities located in Seoul evaluate not only specialized fields but also other scores like Korean SATs. The real problem is these areas can be developed by spending money on private education, but not personal efforts. For these reasons, many people complained about this and called it the specialty people can buy with money. The Ministry of Education established countermeasures by abolishing those specialties to deal with this issue.
However, these specialties must give the chance to talented people who are inhibited by other elements such as subjects unrelated to their majors. Also, things evaluated in this admission process are connected closely to their majors so the process should admit people who fit their specialized fields. That is the reason why we cannot say these specialties are bad. Furthermore, these are the reasons why the talent-specialty admission should be well-tuned between unfair privileges and help give chances to talented people who are specialized in certain fields
