Let¡¯s Take Back the Illegal SSA Fund

Recently, a movement has begun to return the wrongly collected school supporting association (SSA) dues. The school supporting association dues are the remainder of students' tuition beyond college fees. This money used to be contributed by some parents to help manage the school. But now it has become an obligation because the school has included it in the tuition fee. So CWNU¡¯s student council took legal action to get back this improper school supporting association fund.
In consequence, the student council has defended the law.
A major reason for suing is that the fund is illegal. Although finances for running a university are determined and managed by ordinance, the school supporting association fund is not specified anywhere in the university¡¯s regulations. Therefore, students have no responsibility to pay for this and the university has no authority to collect these funds. Opinions about the iniquity of the fund have been expressed but there has been no improvement. Also this fund, which has risen drastically, is a direct cause of recent tuition increases.
Very little of the collected money was used for students. According to data from the Board of Audit and Inspection, the school doesn¡¯t use the fund properly for expanding facilities, investing in equipment, supporting school personnel¡¯s research expenses, and expenditures for experimentation practical training. Instead, money was spent for general operating expenses, such as faculties¡¯ personnel expenses and buying the university president's office equipment. In addition, many things were expensed without any definite criteria and ground. It is unclear whether some parts of the school supporting association fund were spent as scholarships for students, which would seem to heighten the illegality of the fund.
Universities and the government have claimed that the fund is legal and fair. CWNU¡¯s student council argues that we have to oppose that claim. If a school supporting association fund is demonstrated openly to be unfair, it is inevitable that this will lead to institutional improvement. Fewer than 5,000 students can shake the society, and their power is gradually changing the actualities. The meaning of the students¡¯ lawsuit will not change even if they lose the case.
